If the docking system (Dragon: CBM, Soyuz: probe and cone) can withstand the partial gravity, then that craft could be docked to the "floor" of the station. The other end of the inflatable module would be connected to something like a kevlar ribbon. The counterweight could possibly be a rocket second stage.
