Legal Issues
We need to clarify the scope of relevance of terrestrial jurisdictions and their requirements and prohibitions. I suppose there could be issues with colonies that fall under the jurisdiction of terrestrial governments, but a lot of colonies will be seeking to avoid such entanglements for a great many reasons.
