The {{Stub}} tag indicates that someone believes that the article is mostly in the earliest stages of starting should be expanded (remove it if this appears to be a mistaken belief, or add it to another article for which this seems to you to be true that lacks such a tag; also remove if you or someone else just made it cease to be a stub).
I could be useful for us to use the Wikipedia article grading system (which they conveniently strew all over the place to maximize risk of forking instead of having in a centralized location for maximum consistency). Stub could therefore also be described as something that doesn't yet meet 'start class' by this definition.
The {{Cleanup}} tag indicates that someone believes that the article could be cleaned up at least a little (remove it if this appears to be a mistaken belief, or add it to another article for which this seems to you to be true that lacks such a tag; also remove if you or someone else just did a pretty good job of copyediting on it).
The {{Empty List}} tag indicates that there's nothing in a list article. If the list article now has has list items, please remove it.
The Stub and Cleanup categories can be used to browse for articles that need some touchup or that most need to be expanded. The empty list category is a place to browse for lists that seem to exist in List of Lists but really don't.
Given that we're not Wikipedia, perhaps it would be appropriate to create a category for articles that aren't considered appropriate to be more than a dictionary definition (Category:Definitions?) so that people like me don't conclude that they're stubs?
I should probably start a guide on this stuff, shouldn't I...
