Earth Political, Economic, Cultural, Relations will be important as industrial sites become active and colonies become or begin to work towards independence.

Developing relations from small beginnings

Whether it is a nation, a group of nations, or commercial interests that finance a lunar colony; the source of the money will be seeking some return. The nature of the return will determine to a considerable extent the relations between Earth and a lunar colony. There could be only a rather small robotic facility for producing He3 at first and then human workers sent later for short tours of duty to help with the maintenance of the facility. In such a case the relation of workers on the moon to Earth would be simply employee to employer relations. Things could get more complicated later if expansion of facilities caused some workers to make a residence on the moon for years.
